In the office of the French President Emile Loubet on March 24, 1905, the curtain is lifted on Loubet and Prime Minister Maurice Rouvier. The President says, “Ugh… We are tired of waiting… Tired of searching for a legal formula to annex Morocco to our colonies. Listen, our Prime Minister,” he points with his sharp index finger, “Take from me enough green, red, or black light to illuminate France’s path to occupy that country, whether by peace or by war (sits behind his desk).” Rouvier responds, “Yes, the decision, Your Excellency, Mr. President.”
